Just add Water is a great place! I have small D breasts. Halter tops are great and very cute! Tankinis are also good for larger breasted women. To make your thighs look smaller you can always go for a skirt bottom or bottoms that rise high on the thighs it makes them look longer and slimer. Good luck and check out the site.

as for the top, i would try some sort of halter, whether it be a tankini or just a regular halter. i prefer the thick banded ones, they have more support and hold me in better.

Have you considered a tankini? It’s a bikini that has a tank top. You might find it easier to get support and coverage yet it’s cute and revealing. For the thighs, get a bikini cut or get shorts or a skirt.
It’s in my family genes that the thighs kind of balloon out from the hips and anything that stops right at that point makes them only look bigger. I like full coverage bottoms with a cute little skirt attached to cover the ballooning top, yet it’s still showing the rest of my legs.
You aren’t going to find a decent, supportive, comfortable suit for less than $75 but when you find the right one you will love it and just take care of it so you can wear it for a few seasons.
My favorite two piece I got from Land’s End a couple years ago. It’s a cute yet supportive top (although top is no problem for me) and I have the bottom with mini skirt.
